Only topic author could manage events in own topics. All participants get SMS with the details and code event (it's usefull for example to entry on the event or get discount on the external site or gifts once they will arrive on the event - it has multiple usages). To get notified via SMS you must as an admin add custom profile field and set it in the settings.
