Inactive Members & Real Last Activity

This application allows you to move inactive members to specific groups based on their last activity. Member Deletion is also implemented, but I've disabled it in 1.0.0 because it requires further testing because it's a critical feature

2 small bonus features of this application will be that administrators will be able to see the real last activity time of anonymous users. This is needed because IPS4 doesn't store the last activity time for anonymous users and a new bulk mail filter to filter members by their real inactivity.
